EU regulation has changed the rules
Since 2021, the EU Single-Use Plastics Directive 2019/904 and its national transpositions (French AGEC law, German EWKFondsG, Belgian VLAREM, Dutch Activiteitenbesluit, Swiss VVEA) have introduced extended producer responsibility (EPR) on tobacco filters. Tobacco manufacturers must now fund collection and treatment, and operators of sites open to the public are progressively required to deploy structured collection equipment. A single cigarette butt can pollute up to 500 litres of water. For an office site of 200 smoking employees, around 50 to 100 kg of cigarette butts are generated each year — the equivalent of several hundred thousand units. A site of 200 smoking employees typically generates between 50 and 100 kg of cigarette butts per year, around 200,000 units. A standard 30 L ashtray holds 6,000 to 8,000 butts (2 to 3 kg). Across a multi-site network, several hundred kilograms per year is the norm.

Frequency depends on daily volume and ashtray capacity. For offices of around a hundred employees, monthly collection is enough. Traceability rests on three elements: the waste transfer note issued at every collection, the annual recycling certificate specifying volumes and final outlet, and the name of the final treatment operator (for the material stream, it is MéGO). Always ask your provider for these three documents — they are what distinguishes real recycling from a marketing promise.
