A dedicated offer for the public sector

Municipalities, intercommunalities, urban parks, public institutions: the cigarette butt challenges of the public sector are different from those of companies. More diffuse volumes, public procurement constraints, strong citizen expectations. Here's our dedicated approach — no detours, no CSR fluff.

  • Easy Eco hardware suited to urban public spaces
  • Compatible with public procurement procedures across continental Europe (France, Germany, Netherlands, Belgium, Switzerland)
  • 100% French value chain: material recycling in Brittany via MéGO
  • Regional SSE partners for the adapted employment / integration dimension

Why public bodies need a dedicated approach

The annual cost of picking up cigarette butts represents a significant burden for municipal cleanliness budgets — the City of Marseille estimates this item at around €90,000 per kilometre of road. In Paris, more than 350 tonnes per year are collected from public spaces. These diffuse volumes, spread across hundreds of hectares, demand operational logic different from that of a corporate headquarters. Our public-sector offer is calibrated for this reality.

Our dedicated offer

Three pillars for public bodies

01

Hardware suited to public space

The Easy Eco range is designed for urban public spaces: three available models (free-standing, wall-mounted, and the "vote" model with two compartments to gamify citizen sorting). Galvanised steel, epoxy paint, floor or wall fixing, capacity adapted to urban flows. More budget-accessible than the Premium range, ideal for parks, squares, market areas, transport stops.

02

Public procurement and procedures

Easy to Change is referenced on several public procurement centrals in France and our services integrate with classic public procurement procedures. We respond to formal tenders, simplified procedures and framework agreements under the French Public Procurement Code, the Belgian Law of 17 June 2016, the Dutch Aanbestedingswet 2012, the German GWB/VgV/UVgO, the Swiss BöB/IVöB and equivalent national frameworks. We supply the administrative documents (DC1, DC2, social security and tax certificates, DUME/ESPD, country equivalents) without delay and support procurement departments in drafting the technical specification.

03

Dual environmental and social impact

Material recycling via MéGO is a strong environmental argument for municipal communications. And by mobilising our regional partners (Lemon Tri, Ostreya, Elise network), we bring an adapted employment / integration dimension that can integrate your social criteria into public tenders. Concretely: your cigarette butt hardware becomes a dual lever — environmental bonus and social bonus.

Typical configurations

Three examples of public-sector setups

Rural municipality or market town (3,000 to 15,000 inhabitants) — 6 to 12 Easy Eco ashtrays spread across the town hall square, school surroundings, weekly market, main bus stops. Annual collection. Awareness through sorting-incentive signage. Documented annual waste transfer note. Budget consistent with a modest municipal cleanliness budget.

Medium-sized city (15,000 to 100,000 inhabitants) — 20 to 50 Easy Eco ashtrays deployed in the city centre, pedestrian squares, parks, station access, schools and sports facilities. Semi-annual or quarterly collection depending on high-traffic zones. Coordinated communication with the municipal cleanliness department. Annual costed report for the municipality's cleanliness and waste report.

Intercommunal entity or metropolis (intermunicipal territory) — Coordinated rollout across several municipalities, intermunicipal framework contract, sliding-scale pricing terms. Possibility of integrating the service into a global street-furniture tender. For agglomerations with more than 100,000 inhabitants, pooling with regional SSE partners for territorial coverage.

Regional network

Our operational partners for public bodies

For public bodies, territorial network is often a decisive selection criterion: you expect your provider to be close, identifiable, locally rooted. Our value chain combines:

  • MéGO for material recycling in Brittany — the first French plant dedicated to this stream. The traceability of cigarette butt destination is documented at every step.
  • clikeco for national logistics in France — secure pooled transport, waste transfer note issued automatically. Equivalent licensed logistics partners are activated for clients in Belgium, the Netherlands, Germany and Switzerland.
  • Lemon Tri across 5 French regions (Île-de-France, Provence-Alpes-Côte d'Azur, Northern France, Auvergne-Rhône-Alpes, Nouvelle-Aquitaine) — solidarity jobs supporting people in professional transition.
  • Ostreya in Île-de-France, Centre-Val de Loire and Provence-Alpes-Côte d'Azur (via B&P Environnement) — Adapted Enterprise, more than 320 employees including a large share of people with disabilities.
  • The Elise network across nearly 50 sites in France — Adapted Enterprises and integration enterprises, almost complete coverage of continental France.

This articulation lets you integrate solid social criteria into your public tender (disability employment quota, reserved markets, integration clauses) on top of environmental criteria. See our ecosystem in detail.
